Proving the AED 2 million threshold

  • The certified value can differ from the price you paid. A discounted launch price below AED 2 million does not qualify simply because the market value is higher. Equally, a DLD valuation above the contract price can help a borderline file.
  • Multiple properties can be combined. Two units whose certified values total AED 2 million or more can support one application, provided both are registered in the applicant’s name.
  • Joint ownership is assessed per person. With a spouse, a jointly owned qualifying property can support the principal applicant. With a non-spousal co-owner, each applicant generally needs an individual share valued at AED 2 million — splitting one AED 2 million unit between two unrelated buyers does not produce two qualifying applicants.

Mortgaged property: the bank NOC

Dubai no longer requires a minimum amount to be paid down before a mortgaged property can support a Golden Visa application; eligibility is assessed on the total certified value (a policy position confirmed in Dubai’s 2026 guidance and current as of October 2026). In practice, however, you need a no-objection letter from your mortgage lender, and banks apply their own internal criteria before issuing one. One substantive difference matters for financed buyers: Abu Dhabi has historically assessed eligibility on equity held outside the mortgage, where Dubai now assesses on total certified value with a bank NOC. If you are choosing between emirates partly for residency reasons, confirm the current Abu Dhabi treatment of mortgaged property with the authorities before you buy — the two emirates are not interchangeable on this point.

How to organise the file before you apply

Work in five folders, mirroring the table above:

  1. Registration: Oqood or title deed.
  2. Value: SPA, valuation certificate if requested.
  3. Payment: receipts, statements of account, bank transfer confirmations.
  4. Finance: bank NOC and mortgage summary where applicable.
  5. Identity and correspondence: passport, photographs, and every official receipt or query from GDRFA Dubai or ICP.

Keep scanned and original sets separately, date everything, and reconcile totals: the sum of your receipts should match the developer’s statement of account to the dirham.
