You can buy off-plan property in Dubai without setting foot in the UAE: remote reservation, electronic signing and Oqood registration are all standard practice, and overseas buyers from India, the UK, the US and elsewhere complete purchases every week. What you cannot do remotely is cut corners, the verification steps matter more at distance, not less. This guide walks through the process end to end, the real costs, safe payment practice, and the country-specific points our India, UK and US clients ask about most.
Key takeaways
- No UAE visa or residency is required to buy in Dubai's designated freehold areas, a valid passport is the core document.
- The full remote sequence is: shortlist → reserve → sign SPA → Oqood registration → construction instalments → handover and title deed.
- Budget ~5–7% on top of the price for the 4% DLD fee, admin, and transfer costs, plus your home country's tax and remittance rules.
- Pay only the project escrow account, verified independently, on every single transfer.
- A power of attorney takes 4–8 weeks to attest from abroad, start early.
Step by step: the remote purchase process
| Stage | What happens | What you should receive |
|---|---|---|
| 1. Shortlist | Compare community, developer, unit and payment plan remotely | Floor plan, price sheet, payment schedule, verified project registration |
| 2. Reserve | Sign the booking form; pay the reservation amount | Signed reservation form and official receipt |
| 3. Contract | Review and e-sign the SPA within the stated deadline | Fully signed SPA with all schedules |
| 4. Register | Developer registers the sale through Oqood (DLD interim register) | Oqood certificate in your name |
| 5. Construction | Pay instalments per schedule into the project escrow account | Receipts and updated statement of account after each payment |
| 6. Handover | Final payment, snagging inspection, key collection | Handover pack, then the title deed process |
Dubai Law No. 7 of 2006 permits foreign ownership in designated freehold areas, which include virtually all the communities where international buyers actually purchase: Dubai Marina, Downtown, Business Bay, Dubai Hills, Palm Jumeirah, JVC and many more. Confirm the specific plot's freehold status with the Dubai Land Department record, especially where marketing uses a broad community name.

Documents to prepare before you reserve
| Group | Prepare | Why it is needed |
|---|---|---|
| Identity | Valid passport, clear colour copy | DLD registration, all contracts |
| Address | Recent utility bill or bank statement | Overseas address verification (KYC) |
| Source of funds | Bank statements, salary or business income evidence, sale or inheritance records | Compliance checks by developer, escrow bank and any lender |
| Purchase | Reservation form, SPA, payment schedule, receipts | Contract and registration record |
| Representation | Attested power of attorney, if used | Any step requiring local presence |
Practical rules: keep your name spelling identical across every document, tell the developer immediately if your passport is renewed mid-purchase, and assemble source-of-funds evidence before it is asked for, compliance queries mid-transaction cause the longest delays. Documents issued outside the UAE may need attestation or certified Arabic translation for formal steps; confirm before paying for either.
A typical overseas buyer we work with, say, an NRI professional funding instalments from an NRE account across two financial years, rarely struggles with eligibility; the friction is sequencing. In our transaction work the recurring traps are remittances arriving short after intermediary bank charges, compliance teams asking for six months of statements after the SPA is already signed, and passport renewals mid-purchase breaking the name match on Oqood paperwork. India-based buyers should also read our companion guide on LRS, TCS and repatriation for Dubai property before scheduling transfers.
Power of attorney: when you need one and how long it takes
Many purchases complete without a POA where the developer supports electronic signing. You need one when someone in Dubai must sign, submit, inspect or collect for you, common at handover and for mortgage registrations.
A POA issued abroad must travel a fixed attestation chain:
- Notarisation in the country of issue;
- Attestation by that country's foreign-affairs authority;
- Legalisation by the UAE embassy or consulate;
- Ratification by the UAE Ministry of Foreign Affairs on arrival;
- Certified Arabic translation where required.
Allow 4–8 weeks end to end. Keep the powers specific, name the property where possible, and have the developer or your UAE lawyer approve the draft wording before notarisation, a rejected POA restarts the clock.
How much cash you actually need
Beyond the price and its instalment schedule, budget these acquisition costs:
| Cost item | Typical amount | Notes for overseas buyers |
|---|---|---|
| DLD registration fee | 4% of price | AED 40,000 on a AED 1M unit; sometimes developer-waived at launch, get it in writing |
| Oqood / admin charges | ~AED 3,000–5,000 | Developer-dependent |
| Booking amount | Usually 5–20% of price | Confirm it credits against the price |
| Legal / POA / translation | Fixed-quote basis | Instruct before deadlines, not after |
| International transfer & FX | Bank-dependent | Ask whether the developer must receive the exact AED amount net of charges |
| Mortgage costs (if used) | Bank fees + 0.25% mortgage registration | Non-resident criteria are tighter, see below |
Primary off-plan launches normally carry no buyer-side agency commission; confirm this on the reservation form, particularly for assignment resales. Fee levels above reflect DLD and developer practice as of October 2026. In our transaction work, the cost line overseas buyers most often miss is the FX and intermediary-bank deduction on SWIFT transfers, we tell clients to confirm with the developer whether the account must receive the exact AED amount net of charges, because a shortfall of even a few hundred dirhams can hold up an Oqood registration.

Under Dubai Law No. 8 of 2007, every off-plan payment must go into the project-specific escrow account, never a developer's corporate account, a broker's account, or any individual. Before each transfer:
- Confirm the beneficiary name matches the registered project escrow account (checkable via the DLD's Dubai REST app);
- Verify bank details by calling the developer's published number, never the number in the payment email, which is how payment-diversion fraud works;
- Reference your unit number and buyer name;
- Keep the SWIFT confirmation and obtain an official receipt and updated statement;
- Transfer a few business days early, intermediary bank deductions can make a payment arrive short.
Any request to pay anywhere other than the project escrow account is a hard stop. No exceptions, no urgency justifies it.
Mortgages for non-residents
UAE banks do lend to non-residents, but on tighter terms: UAE Central Bank rules cap off-plan mortgage lending at 50% loan-to-value, and banks apply their own borrower, country and project criteria. Many overseas buyers therefore fund construction instalments from savings and arrange finance only for the handover balance, a sound approach, provided you never reserve on the assumption a future mortgage will materialise. Speak to lenders early, get a realistic eligibility view, and keep a fallback funding route.
Country notes: India, UK and US buyers
India. Resident Indians remit under the RBI's Liberalised Remittance Scheme (LRS), capped at USD 250,000 per person per financial year, couples routinely structure purchases across two allowances. TCS (tax collected at source) of 20% applies to LRS remittances above ₹7 lakh per year for property purchases, adjustable against your Indian tax liability. NRIs paying from NRE accounts are not LRS-capped. Plan instalment timing across financial years where it helps.
United Kingdom. Since April 2025 the UK taxes residents on worldwide income and gains on an arising basis (the old remittance basis was abolished in favour of the new residence-based FIG regime). UAE rental income and eventual sale gains are therefore generally reportable in the UK for UK-resident owners. Take advice before deciding whose name goes on the SPA.
United States. US citizens remain taxed on worldwide income; UAE rental income is reportable, foreign tax considerations apply, and UAE bank accounts trigger FBAR/FATCA reporting thresholds. Structuring (personal vs LLC ownership) deserves proper cross-border advice before purchase.
In all three cases: the UAE side is clean, no income tax, no capital gains tax for individuals, no annual property tax, but your home country's rules travel with you.

Can the purchase support a Golden Visa?
Yes, property with a DLD-certified value of at least AED 2 million can support a 10-year Golden Visa application, and off-plan units registered through Oqood qualify. Residency is a separate application from the purchase; if it is part of your plan, structure the documentation (Oqood, SPA, payment trail) for it from day one.
The Abu Dhabi alternative for remote buyers
Everything above has an Abu Dhabi equivalent, and remote buyers should know it: foreign freehold ownership is open in designated investment zones (Al Reem Island, Yas Island, Saadiyat, Al Raha, Masdar City), registration runs through ADREC's DARI platform at a 2% fee instead of 4%, escrow rules were tightened by Law No. 2 of 2025 (no developer withdrawals until 20% construction completion), and service charges typically run lower. Dubai offers deeper liquidity and faster resale; Abu Dhabi often offers more space per dirham and lower holding costs. As an Abu Dhabi-headquartered advisory, we compare both for overseas clients as standard.
Expert view from Bramwell & Partners: Distance buying fails on process, not on law. The three failure points we see are unverified payment instructions, POAs started too late, and source-of-funds documents assembled after the compliance team asks. All three are avoidable with a timeline set before reservation, which is exactly what we build for every overseas client.
Frequently asked questions
Can I buy Dubai off-plan property without visiting the UAE?
Yes. Remote reservation, electronic SPA signing and Oqood registration are standard. For steps that require local presence, handover inspection, mortgage formalities, a properly attested power of attorney covers you.
Do I need a UAE visa or bank account to buy?
No visa is required to purchase in designated freehold areas. A UAE bank account is not mandatory either; most overseas buyers pay from foreign accounts, though a local account simplifies later instalments and rental collection.
How much extra should I budget above the purchase price?
Allow roughly 5–7% for the 4% DLD fee, administrative charges, and any legal, POA or transfer costs, plus home-country costs such as India's TCS or professional tax advice.
Can a non-resident get a mortgage for off-plan property in Dubai?
Potentially, yes. Central Bank rules cap off-plan lending at 50% loan-to-value, and banks apply their own country, income and project criteria. Fund the construction stage from your own resources and treat any handover mortgage as a bonus, not a plan.
How long does power of attorney attestation take?
Typically 4–8 weeks from abroad through the full chain: local notary, foreign-affairs authority, UAE embassy, UAE Ministry of Foreign Affairs, plus Arabic translation. Start the process at reservation stage if you expect to need one.
Where should my instalment payments go?
Only into the project-specific escrow account registered for your development, verified independently through DLD channels before every transfer. Keep the SWIFT confirmation and obtain an official receipt each time.
Does buying property in Dubai give me residency?
Not automatically. Ownership of qualifying property worth AED 2 million or more can support a separate Golden Visa application; the purchase itself confers no immigration status.
The bottom line
Buying Dubai off-plan from abroad is a well-worn, legally robust path, provided the discipline matches the distance: verify registration and escrow before any payment, start the POA early, keep a complete paper trail, and plan for your home country's tax and remittance rules alongside the UAE's clean ones.
How we verify this guide: Regulatory figures here, the 4% DLD fee, the 50% off-plan mortgage cap, India's LRS limit and TCS rate, and the UK's post-April-2025 residence-based tax regime, reflect official sources and RBI/HMRC frameworks as of October 2026. Home-country tax positions are personal; the country notes are orientation, not tax advice, and we refer clients to cross-border tax counsel before structuring.
