Dubai Off-Plan Mortgages: Banks, LTV Rules & Costs

Dubai Off-Plan Mortgages: Banks, LTV Rules & Costs

Written by the Bramwell & Partners advisory team, Abu Dhabi real estate advisors. Last reviewed: October 2026.

Yes, you can finance a Dubai off-plan purchase with a mortgage, but not from every bank, not on every project, and rarely for more than half the price. Under the Central Bank of the UAE's mortgage regulations, the maximum loan-to-value (LTV) on a property bought off-plan is 50% for every buyer category, and banks apply their own project, developer and construction-stage filters on top of that ceiling. This guide explains which lenders currently operate in this space, what the finance genuinely costs once every fee is counted, and how to structure your cash so a late valuation or approval does not derail your handover.

Key takeaways

  • The CBUAE caps off-plan mortgages at 50% LTV, a 25-year term and a 50% debt-burden ratio, these are ceilings, not promises.
  • Banks approve you and the project separately; most want 30–50% construction progress and a similar share of the price already paid before releasing funds.
  • Budget roughly 6–7% of the price in purchase costs on top of your equity: DLD 4%, mortgage registration 0.25%, bank and valuation fees.
  • Pre-approvals expire, often after 60 days to 12 months, and a low bank valuation increases the cash you need.
  • Abu Dhabi's registration costs are materially lower (0.1% mortgage registration via ADREC), which matters if you are comparing emirates.

Can you actually get a mortgage on an off-plan property?

Yes, but two approvals must align. The bank underwrites you (income, liabilities, credit history, age, residency) and separately underwrites the project (developer track record, escrow registration, construction progress, valuation). You can pass the first test and fail the second if the building is too early-stage for that lender, or vice versa.

This is why a developer payment plan and a mortgage are not interchangeable. A 60/40 plan means 40% is due at handover, it does not mean a bank has agreed to lend you that 40%. When we walk clients through a reservation, the first written question we put to the sales team is which banks currently list the project, because the buyers who get caught are almost always those who treated the payment plan as a financing commitment. The Central Bank's mortgage rulebook sets the outer boundaries (checked against the CBUAE Regulations Regarding Mortgage Loans, October 2026):

Regulatory parameter CBUAE limit
Maximum LTV, off-plan property 50% (all buyer categories)
Maximum LTV, completed first home (expat, ≤ AED 5m) 80% (for comparison)
Maximum term 25 years
Maximum debt-burden ratio 50% of gross income
Maximum loan size 7× annual income (expats); 8× (UAE nationals)
Early-settlement fee cap 1% of balance or AED 10,000, whichever is lower

Source: Central Bank of the UAE, Regulations Regarding Mortgage Loans (Notice No. 31/2013 as amended). Banks may lend less than these ceilings.

The contrast with completed property is striking: a ready first home can attract up to 80% LTV for an expatriate, while the same buyer is capped at 50% off-plan. Regulators price in construction risk, and so should you.

Which UAE banks lend on off-plan property?

Rather than publishing one universal product, most lenders run project-specific or developer-linked programmes. As of October 2026, based on the banks' own published pages and announcements, and on what we see in live transactions, the market looks like this:

Bank Route Typical trigger point Notes
ADCB Published off-plan mortgage with renewable pre-approval (around 12 months) for selected developers Once ~50% of the price is paid, or at handover Has run promotional fixed rates and fee waivers; check whether your project qualifies
Mashreq Off-plan home loans on selected Dubai and Abu Dhabi projects Project ≥ ~35% complete and buyer has paid ≥ ~50% UAE residents; named developers include Emaar, Dubai Holding and Aldar
Emirates NBD Pre-approval embedded in the sales journey for Dubai Holding developers (Meraas, Nakheel, Dubai Properties) During construction; drawdown per offer Announced for residents and non-residents, subject to approval
Commercial Bank of Dubai Conventional and Islamic finance for Nakheel, Meraas and Dubai Properties projects From ~30% construction once 50% is paid Rates and LTV confirmed project-by-project
ADIB (Islamic) Sharia-compliant developer partnerships (e.g. DAMAC, Binghatti; Modon in Abu Dhabi) From ~35% construction on named schemes The Modon arrangement advertises up to 75% financing, a project-specific structure, not a new national rule

Treat this table as a map of who plays, not a quote sheet. Bank programmes, campaign rates and approved project lists change frequently, and the lender's written Key Facts Statement (KFS) and final offer letter always override any article, including this one.

A note on the ADIB–Modon 75% announcement

Abu Dhabi's Modon and ADIB announced a structure in 2026 offering eligible buyers up to 75% financing on selected future Modon developments, with buyers paying around 15% during construction and 5–10% at handover. The CBUAE's published 50% off-plan ceiling remains the general rule, and the announcement does not explain the regulatory structure behind the higher figure. Until a product sheet and KFS exist, treat 75% as a scheme-specific ceiling, not evidence that off-plan LTV limits have changed across the UAE.

Conventional vs Islamic off-plan finance

Muslim and non-Muslim buyers alike can choose either route, and the practical differences are worth understanding before you compare headline rates.

Feature Conventional mortgage Islamic home finance (e.g. Ijara/Murabaha)
Cost expression Interest rate (fixed, then EIBOR + margin) Profit rate, structured similarly
Ownership during term You own the property; bank holds a mortgage Bank/holding entity may hold title with lease-back (Ijara)
Off-plan registration Mortgage registered with DLD (0.25%) Registration mechanics can differ; confirm title and fee treatment early
Early settlement Capped at 1% or AED 10,000 by CBUAE Equivalent caps apply; check the KFS
Providers ADCB, Mashreq, Emirates NBD, CBD, HSBC and others ADIB, Dubai Islamic Bank, Emirates Islamic and others

Monthly costs on equivalent rates are broadly comparable. The meaningful differences appear in documentation, title mechanics and how the facility is registered, points your advisor should pin down in writing before you reserve.

What an off-plan mortgage really costs

The interest rate is only one line. Here is a realistic cost stack for a AED 2,000,000 Dubai off-plan apartment where the buyer funds 50% in cash and borrows AED 1,000,000 at handover:

Cost item Basis Illustrative amount
Buyer equity (50% of price) Paid via developer plan AED 1,000,000
DLD initial sale registration (Oqood) 4% of price AED 80,000
DLD admin/knowledge/innovation fees Fixed ~AED 600–1,000
Mortgage registration 0.25% of loan + admin ~AED 2,790
Bank processing fee 0–1% of loan + VAT (often waived in campaigns) AED 0–10,500
Valuation fee Completed-property valuation ~AED 2,500–3,500
Life/property insurance or takaful Annual, lender-dependent Varies
Total cash excluding equity ~AED 86,000–96,000

Two risks sit outside this table and regularly catch buyers out:

  1. Valuation shortfall. If the bank's valuer prices the finished unit at AED 1.9m against your AED 2m SPA, 50% LTV delivers AED 950,000, and you fund the AED 50,000 gap in cash, on top of everything above.
  2. Rate reset. Many UAE mortgages fix for one to five years, then revert to EIBOR plus a bank margin (published margins commonly run ~1.99%–3.50%). Model your payment at the revert rate, not just the teaser.

A scenario from our advisory practice, details generalised: a buyer reserved a AED 2m apartment on a 50/50 plan, assuming the bank would cover the handover half; at completion, the lender's valuer priced the finished unit roughly 8% below the SPA price after a wave of nearby handovers, cutting the approved loan by AED 80,000 three weeks before key collection. Because we had stress-tested the purchase at a 10% valuation discount, the reserve existed.

How to run the process without surprises

A clean sequence looks like this (it is the order we run with our own buyer clients):

  1. Before reserving, ask which banks currently list the project, and get it in writing from the developer's sales team.
  2. Obtain pre-approval early, but diarise its expiry. A 12-month pre-approval on a three-year build will be reassessed.
  3. Keep your credit profile static: no new car loans, no extra credit cards, no missed payments between pre-approval and drawdown.
  4. Track construction against the bank's trigger point (30–50% is typical) so you can time the valuation and final approval.
  5. Hold a contingency reserve of 5–10% of the price for a valuation gap, a delayed handover or a higher revert rate.
  6. Read the KFS, UAE consumer-protection standards give you a five-business-day cooling-off period on regulated finance products; use it.

Dubai vs Abu Dhabi: the cost difference buyers miss

Because Bramwell & Partners advises across both emirates, one comparison is worth making explicit. In Dubai, DLD charges 4% on the initial off-plan sale and 0.25% to register the mortgage. In Abu Dhabi, ADREC's schedule sets mortgage registration at roughly 0.1% (1 per thousand) of the loan, and title/registration charges differ by municipality. On an AED 1m mortgage, that is ~AED 2,500 in Dubai versus ~AED 1,000 in Abu Dhabi, a small line, but emblematic of a wider pattern: Abu Dhabi's transaction friction is modestly lower, and developer-bank structures (such as Modon–ADIB) can be more aggressive than anything currently published in Dubai. If your budget is tight, running the same purchase across both emirates with identical financing assumptions is a worthwhile exercise.

Expert view from Bramwell & Partners

"The single most common off-plan financing failure we see is a buyer who sized their cash to the developer's payment plan but not to the bank's valuation. The SPA price is irrelevant to the lender; the valuer's number is what counts. We advise clients to stress-test every purchase at a 5–10% valuation discount and a revert rate 1.5–2 points above the fixed period. If the deal only works at full price and the teaser rate, it does not work."

Frequently asked questions

Can I get a mortgage on an off-plan property in Dubai?

Yes, through banks with an active off-plan route, including ADCB, Mashreq, Emirates NBD, CBD and ADIB on selected projects. Approval depends on your profile, the developer, construction progress and a valuation, and the CBUAE caps lending at 50% LTV.

How much deposit do I need for an off-plan mortgage?

At least 50% of the bank's accepted value under the CBUAE ceiling, plus roughly 6–7% of the price in registration and financing costs. Some banks approve less than 50%, which increases your cash requirement further.

Can non-residents get an off-plan mortgage in Dubai?

In selected cases. Emirates NBD's developer partnership, for example, was announced for residents and non-residents, but most off-plan programmes target UAE residents. Non-residents more commonly secure finance at or after handover under ready-property criteria, at lower LTVs than residents.

Does mortgage pre-approval last until handover?

No. Validity typically runs from 60 days to 12 months (ADCB advertises a renewable 12-month off-plan pre-approval). Expect the bank to refresh your income documents, credit report and the valuation before releasing funds.

When do repayments start on an off-plan mortgage?

Under a handover mortgage, after the bank disburses near completion. Staged construction-finance structures may charge profit or interest as each tranche is released. Your offer letter states the first payment date, check it before signing.

What happens if the bank values the property below my purchase price?

The loan is calculated on the lower of the SPA price and the valuation. You make up the difference in cash. Ask the lender about its valuation-review process and hold a reserve for the gap.

Is Islamic off-plan finance more expensive than a conventional mortgage?

Not necessarily. Profit rates are priced against the same market benchmarks, and total costs are broadly comparable at equivalent rates. Compare the KFS line by line, fees, insurance/takaful and early-settlement terms matter more than the label.

How we verify this guide. Regulatory figures were checked against the Central Bank of the UAE's published mortgage regulations in October 2026; bank programme details reflect lenders' own published pages and announcements as of the same date and change frequently. Where any term differs, the lender's written Key Facts Statement and offer letter prevail over this guide.
