Handover is the moment an off-plan contract becomes a physical asset you can inspect, test and hold the developer accountable for. Snagging, the systematic, room-by-room recording of defects and deviations from the agreed specification, is how you convert that one inspection window into an enforceable repair list. This guide covers the full arc: preparing before the appointment, the inspection itself, signing strategy while defects remain open, and the defect-liability and escalation framework that protects you in the years after.
Key takeaways
- Reconcile your statement of account against your own receipts before the appointment, never at the key desk.
- Inspect in two passes: a quiet layout walk-through, then a numbered, photographed room-by-room log.
- Read every handover form before signing; attach your snag list or its case number where the process allows.
- Dubai buyer guidance recognises one year for minor defects and ten years for structural defects; Dubai's escrow law also retains 5% of project funds for a year post-completion.
- Do not withhold contractual payments over defects without legal advice, the SPA's payment and defect routes run separately.
Before the appointment: reconciliation first
A handover notice typically states the completion date, the balance due, required documents and the pre-key steps. Treat it as the start of an audit:
- Reconcile the money. Compare the developer's final statement against your bank transfers and receipts. Price, instalments paid, registration charges, documented credits and the balance must agree. Resolve discrepancies before the appointment, money disputes at the key desk end badly.
- Re-read the SPA completion, notice and handover clauses, and bring the signed floor plan and specification schedule to the inspection.
- Confirm the building's real status. Landscaping, amenities and access systems often lag the unit itself. Ask what is operational on your appointment date.
- If a mortgage funds the balance, send the notice to your lender immediately, valuation, final approval and registration take weeks.
- Set up four folders: contract (SPA, addenda, plans), money (statements, receipts), condition (photos, videos, snag log), aftercare (case numbers, contractor visits). When we prepare clients for handover, this folder discipline is what separates a 20-minute appointment from a three-month correspondence trail, developers respond to case numbers, not sentiments.

The inspection: two passes, one numbered log
First pass, quiet and slow. Walk the whole unit without a checklist. Layout, light, views, room proportions, obvious damage. This pass catches the big mismatches: a missing partition, the wrong finish palette, a balcony that differs from the signed plan.
Second pass, systematic. Room by room, give every defect a unique ID, two photographs (context and close-up) and a one-line description precise enough to action: "MBR bathroom 02, shower screen sealant gap, lower hinge side, water escapes onto floor" beats "shower leaks."
Room-by-room snagging checklist
| Area | Checks |
|---|---|
| All rooms | Walls/ceilings (cracks, paint consistency, water marks), floor level and finish, skirting, sockets/switches, lighting points, AC airflow and thermostat response, doors/handles/locks |
| Kitchen | Cabinet and drawer alignment, worktop joins, grout and sealant, sink pressure and drainage, leaks beneath the sink, extractor, SPA-listed appliances and connections |
| Bathrooms | Hot/cold supply, pressure, drainage speed, WC operation, floor falls toward drains, screens, mirrors, accessories, grout/sealant, extractor fan |
| Windows, balcony, terrace | Glass and frames, opening/locking action, external door seals, balustrade fixings, tile finish, drainage falls, water-ingress signs |
| Entrance and allocated spaces | Main door and access system, unit number plate, wardrobes, storeroom, parking bay, mailbox, access cards and remotes |
| Villas/townhouses | External walls, roof and terrace drainage, boundary walls and gates, irrigation, pool equipment, garage door, external lighting |
| Common areas | Route from parking to unit, corridors, lifts, lobby, access control, refuse rooms, amenity availability vs. contract |
Run taps long enough to observe drainage. Open every fitted door and drawer. Test what the handover team permits and ask how still-commissioning systems will be demonstrated later.
Professional inspector or DIY?
| DIY inspection | Professional snagging company | |
|---|---|---|
| Typical cost | Your time (3–4 hours) | Roughly AED 1,000–3,000 for an apartment; more for villas (get quotes) |
| Tools | Phone camera, torch, socket tester | Thermal imaging, moisture meters, levels, ladders |
| Output | Your numbered log | Structured report the developer's team can action directly |
| Best when | Standard apartment, you can attend, contract spec is simple | Large/complex units, overseas buyers, high-value finishes |
A hybrid works well: hire the inspector, attend yourself, and keep ownership of the log and case numbers. One practical detail sales teams rarely mention: reputable snagging inspectors in Dubai are booked one to two weeks out in busy handover seasons, so we reserve the inspection slot the day the handover notice lands, before the appointment time is even confirmed. If you are overseas, agree in writing in advance who holds inspection authority, who may sign condition forms, who accepts keys, and how you will approve repairs remotely.
Signing for handover while defects remain open
Minor snags on a new build are normal; what matters is that each one enters the developer's system with a reference. Before signing anything:
- Read the wording on inspection, acceptance and possession clauses in the handover form.
- Attach the snag list or reference its case number where the process allows.
- Obtain for every accepted item: a target repair date, the access arrangement, and who is authorised to close it.
- Photograph the signed forms and every meter reading; account for every key, card and remote handed over.
Separate material issues from cosmetic snags. An active leak, failed essential service, safety hazard or material deviation from the contracted unit is not a snag-list item, document it immediately and take technical or legal advice. And keep paying what the SPA obliges you to pay: unsupported deductions can put a buyer with a genuine grievance into contractual default.
The first month after key collection
Some defects only reveal themselves under occupancy: AC noise at night, a slow leak after repeated showers, doors shifting as temperature and humidity stabilise. Report each one the week you find it, in a format the repair team can act on directly, unit number, location, symptom, when it occurs, photos and a short video, access availability. Always obtain a case number, and when a contractor attends, note what was done and re-test the item before approving closure. Fresh sealant can hide an unresolved leak; a closed ticket with a live fault is worse than an open one.
Ownership administration runs in parallel: activate utilities and cooling, confirm building access arrangements, and check when service-charge responsibility begins, sales-stage figures are often estimates. If the unit will be rented, allow for repairs, furnishing and building move-in rules before advertising an availability date, and hand the tenant a functioning property with a clear maintenance contact.

Different problems travel down different routes, and the time limits differ, consolidate them before you need them:
| Route | What it covers | Typical period | Verify via |
|---|---|---|---|
| Handover snag list | Incomplete work, damaged finishes, faulty fittings visible at inspection | Until rectified and re-tested | Accepted snag record and case numbers |
| Manufacturer warranties | Appliances and equipment | Per product (commonly 1–2 years) | Warranty cards, serial numbers |
| Developer's contractual aftercare | Workmanship/finishes/systems promised in the SPA or warranty pack | Per contract (some developers offer 2 years on specified items) | SPA and warranty schedule |
| Regulatory defect liability (Dubai) | Minor defects from the building completion certificate | 1 year per DLD buyer guidance | DLD 'Know Your Rights' material |
| Structural liability (decennial) | Defects threatening structural durability or safety | 10 years (Dubai guidance; Abu Dhabi regulations similarly apply 10 years to structural/common parts) | Applicable law + technical assessment |
| Escrow retention (Dubai) | 5% of the project escrow account held to fund defect correction | 1 year after completion and unit registration | Law No. 8 of 2007 |
Two cautions. First, these clocks generally start at the completion certificate, not your key-collection day, ask for that date and diarise the expiries.
A generalised example from our aftercare files: an owner discovered a recurring balcony leak in month ten, reported it verbally, and only put it in writing at month thirteen, arguably after the one-year installation cover had lapsed from the completion-certificate date. The repair was eventually done, but only after an escalation that a dated written report in month ten would have made unnecessary. When we manage aftercare, every defect goes in writing within 48 hours of discovery, with the completion-certificate date on the first page of the file. Second, the ten-year cover is narrow: it does not convert paint, joinery or every crack into a decade-long claim. Suspected structural issues need a qualified engineer's assessment, and prompt reporting, a defect raised in month eleven of a twelve-month window invites an argument you did not need.
Abu Dhabi's framework runs through ADREC under the emirate's own real-estate regulations, with an equivalent one-year installation / ten-year structural structure; other emirates follow their own authorities. Use the authority of the emirate where the property is registered.
When a snag becomes a dispute
Escalate when an item affects safety or habitability, recurs after repair, causes secondary damage, deviates materially from the specification, or sits untouched after repeated documented follow-up. The sequence:
- Developer escalation: a short chronology, report date, case number, access provided, work attempted, current condition, the remedy sought and a reasonable response date.
- Correct-party check: common-area faults may belong to the facilities or building manager by now; transfer the case reference formally.
- Independent evidence: a qualified engineer's report for recurring or technical defects (obtained before further works change the evidence).
- Regulatory route: DLD's complaint channels in Dubai, ADREC in Abu Dhabi, with your complete file attached.
- Legal advice on contractual remedies. Urgent damage still needs immediate mitigation, protect people and property, keep receipts, photograph before and after.
Expert view from Bramwell & Partners
"Buyers lose aftercare battles on evidence, not merit. A numbered log, dated photos and a case number for every item turn 'the developer never fixed it' into a document a regulator or judge can act on. And please, report defects the week you find them. The one-year and ten-year clocks do not pause while you wait to see if the stain grows."

Frequently asked questions
Can I refuse handover because the unit has defects?
It depends on severity, the SPA and the handover form's wording. Cosmetic snags rarely justify refusal; a defect affecting safe occupation may. Take contract-specific advice before refusing possession or missing a payment deadline.
What exactly is snagging?
A systematic inspection of the completed unit at or before handover, recording incomplete work, defects, damaged finishes and deviations from the signed specification as a numbered list the developer must accept, repair and track.
Should I pay the final instalment before snagging?
Follow the sequence in your SPA and handover notice, inspection and payment ordering varies by developer. Never withhold a contractual payment on defect grounds without legal advice.
How long does the developer have to fix defects?
No single UAE-wide period governs every defect. Each accepted item should carry a target date from the developer's aftercare process; overdue or recurring items should be escalated with their full history. Regulatory reference points are one year (minor defects) and ten years (structural) from the completion certificate.
Is a professional snagging company worth it?
For large or complex units, overseas owners, or high-specification finishes, yes, a structured, tool-backed report pays for itself. Attend in person regardless where possible; you know what the contract promised.
Can an overseas buyer complete snagging remotely?
Yes, if the developer accepts an authorised representative or inspector. Agree access, signing authority, key collection and repair approval in writing before the appointment, and require a numbered report with dated photographs.
Who handles defects in common areas?
Whoever controls the area at that stage, developer, facilities manager or building manager. Establish ownership while on site and keep the service-request reference.
How we verify this guide. Defect-liability reference points were checked against Dubai Land Department buyer guidance, Dubai's escrow law (No. 8 of 2007) and Abu Dhabi's ADREC real-estate regulations in October 2026, alongside our own handover files. Contractual aftercare varies by developer, your SPA and warranty pack govern your specific cover.
