Searching for the best off-plan developers in the UAE in 2026 returns plenty of lists that describe developers without ever ranking them. That is unhelpful when you are about to commit hundreds of thousands of dirhams. So this guide does what others avoid: it scores and ranks the UAE's major off-plan developers on a transparent four-dimension framework, delivery history, build quality, payment-plan flexibility and resale performance, and tells you plainly which developer suits which buyer.
The ranking is produced by Bramwell & Partners, an Abu Dhabi-based real estate advisory working with UAE residents and overseas investors from India, the UK and the US. We have no developer ownership ties; the scores reflect verifiable delivery records, published financials and our day-to-day transaction experience across Abu Dhabi and Dubai.
Key takeaways
- Emaar (18/20) and Aldar (17.5/20) lead the 2026 ranking, the two listed giants with the deepest checkable delivery records in Dubai and Abu Dhabi respectively.
- Modon (13.5/20) is the fastest riser: majority Abu Dhabi Government ownership, a AED 65.4 billion backlog and record-breaking Hudayriyat launches, discounted only for its young residential delivery history.
- Sobha (16/20) is the build-quality leader among private Dubai developers; Binghatti (13/20) wins on entry pricing and payment flexibility.
- No score substitutes for project-level checks: registration, escrow and payment schedules must be verified per project, per emirate (DLD/RERA in Dubai, ADREC in Abu Dhabi).
How we score: the methodology
Every developer is scored out of 20 on four dimensions, each /5:
- Delivery history, completed, handed-over communities you can visit; longevity; delay record.
- Build quality, specification, finishing and how completed stock has aged, judged on inspectable buildings.
- Payment-plan flexibility, range and buyer-friendliness of instalment structures, including post-handover options.
- Resale performance, depth and liquidity of the secondary market in the developer's completed stock.
Scores combine published data (company disclosures, ADREC and DLD transaction records) with our advisory team's transaction experience. They are updated annually; project-level due diligence still applies to every purchase.
Why these four pillars, equally weighted: delivery history is the only hard proof a developer finishes what it sells; build quality determines your rent, service-charge friction and resale appeal; payment-plan flexibility decides whether the purchase survives your cash flow; and resale performance is the only pillar that measures your exit rather than your entry. We tested weighted variants in earlier editions of this ranking and found equal weighting the most honest, the pillar that matters most changes with the buyer.

Below, the evidence behind each score.
1. Emaar Properties, 18/20 (Dubai)
Founded 1997; more than 82,700 residential units delivered since 2002, around 53,000 under development, and a revenue backlog of AED 134.6 billion (Q1 2026 disclosure). Communities include Downtown Dubai, Dubai Marina, Dubai Hills Estate, Emaar Beachfront and Dubai Creek Harbour.
- Delivery 4.5/5 · Build quality 4.5/5 · Payment plans 4/5 · Resale 5/5.
- The deepest resale market in the country: Emaar stock in Dubai Hills or Downtown is the closest thing UAE off-plan has to a liquid asset class.
- Watch for: premium pricing (you pay for the brand), and master communities that deliver over decades, score your specific phase, not the group.
2. Aldar Properties, 17.5/20 (Abu Dhabi)
Founded 2004, ADX-listed, AED 40.6 billion in 2025 group sales and a record AED 72.1 billion revenue backlog at Q1 2026. Completed communities across Yas Island (Yas Acres, West Yas, Ansam), Saadiyat (Mamsha Al Saadiyat) and Al Reem (Gate Towers, The Bridges). Current range spans AED 407,000 Al Shamkhah apartments to AED 6.2 million branded Saadiyat residences.
- Delivery 4.5/5 · Build quality 4/5 · Payment plans 3.5/5 · Resale 4.5/5.
- The safest off-plan counterparty in Abu Dhabi, with the most visitable completed stock.
- Watch for: conservative payment plans (no 1%-monthly structures) and island-weighted new supply.

3. Sobha Realty, 16/20 (Dubai)
In Dubai since 2003; company-reported ~3,000 units completed in 2025 and 30,000+ under construction at end-2025. Anchored by Sobha Hartland in MBR City, with new flagship towers on Sheikh Zayed Road.
- Delivery 4/5 · Build quality 5/5 · Payment plans 3.5/5 · Resale 3.5/5.
- Backward-integrated construction (in-house design to finishing) produces the most consistent specification among private Dubai developers.
- Watch for: higher price per square foot than neighbouring districts; resale liquidity still building outside Hartland.
4. DAMAC Properties, 14.5/20 (Dubai)
Founded 2002; company-reported ~50,000 units delivered and 54,000+ under construction across multiple markets. Known for DAMAC Hills, DAMAC Lagoons and branded partnerships (Cavalli, de GRISOGONO).
- Delivery 3.5/5 · Build quality 3.5/5 · Payment plans 4/5 · Resale 3.5/5.
- The widest product spread in Dubai, from JVC apartments to golf-course villas, with frequent launch incentives.
- Watch for: privately held (no published audited backlog), historically uneven handover quality between projects, inspect the specific phase.
5. Modon Holding, 13.5/20 (Abu Dhabi)
The UAE's fastest-growing master developer: ADX-listed, 84.76% owned by Abu Dhabi Government-owned L'imad Holding since October 2025; 2025 net profit AED 3.9 billion; backlog AED 65.4 billion at H1 2026. Bashayer sold out in a day (AED 3 billion, December 2025); Hudayriyat Golf Estates took AED 13 billion+ within days of its July 2026 launch, a UAE record. Hudayriyat Island was Abu Dhabi's top transaction district in Q1 2026 (AED 11.97 billion, ADREC).
- Delivery 3/5 · Build quality 3/5 (provisional) · Payment plans 4/5 · Resale 3/5 (pre-handover).
- Genuine sovereign backing plus proven demand; first residential handovers from late 2027 will define the next score revision.
- Watch for: buying into islands mid-build; phase pricing rises fast after sell-out launches.

Download the Proof of Concept6. NSHAMA, 13.5/20 (Dubai)
Founded 2014; a single-community developer built around Town Square Dubai, handing over phases since 2017. Apartments and townhouses at genuine value pricing with parks and amenities already operating.
- Delivery 3.5/5 · Build quality 3.5/5 · Payment plans 3.5/5 · Resale 3/5.
- The clearest "family value" proposition in Dubai; you can inspect finished phases before buying the next one.
- Watch for: total concentration in one master community, area supply and your exit are the same bet.
7. Binghatti, 13/20 (Dubai)
Founded 2008; 12,000+ units delivered; Q1 2026 development backlog around AED 52 billion. Concentrated in JVC, Business Bay and Al Merkadh, with headline branded towers (Bugatti Residences, Mercedes-Benz Places).
- Delivery 3.5/5 · Build quality 3/5 · Payment plans 4.5/5 · Resale 3/5.
- The most aggressive payment structures among major developers (60/40 and post-handover variants appear regularly) and entry prices from the AED 700–800K range.
- Watch for: hyperbolic marketing; finishing quality is mid-market, visit a completed Binghatti tower before reserving.
8. Ellington Properties, 13/20 (Dubai)
Founded 2014; boutique, design-led; completed Belgravia series, Eaton Place, DT1, Wilton Terraces and Berkeley Place. Expanding into Ras Al Khaimah waterfront.
- Delivery 3.5/5 · Build quality 4.5/5 · Payment plans 3/5 · Resale 2/5 (thin resale sample).
- The best interiors per dirham in its price band; completed buildings age well and photograph honestly.
- Watch for: small pipeline means limited choice and less price discovery at resale.
9. Reportage Properties, 11.5/20 (Abu Dhabi)
Founded 2014, Abu Dhabi-headquartered, active in both emirates; named completions include Leonardo Residences and Rukan projects. Value-led entry pricing with frequent post-handover plans.
- Delivery 3/5 · Build quality 2.5/5 · Payment plans 4/5 · Resale 2/5.
- A legitimate budget route where the payment plan, not the finish, is the product.
- Watch for: specification and common-area quality below the majors; verify the exact tower's escrow and progress.
What we see on the ground
Rankings start conversations; they do not finish them. When clients bring us a shortlist, the deciding evidence is almost always project-level: one buyer we advised this year arrived convinced by a volume developer's launch marketing and left with a smaller position in a listed developer's project once we modelled the handover payment against the 50% off-plan LTV cap. In launch queues across Dubai and Abu Dhabi this year we have watched the same pattern repeat, the strongest projects sell their first release in hours, and latecomers pay the phase-two premium. Whichever developer you choose, register before launch day and read the individual reviews in this series before you reserve.

Abu Dhabi vs Dubai: how to choose between the two markets
The ranking spans both emirates deliberately, because many of our clients compare across them:
- Dubai offers deeper data, more developers, and more liquid resale; off-plan was roughly seven in ten sales by volume in the year to April 2026. Costs: 4% DLD transfer fee.
- Abu Dhabi offers fewer, stronger counterparties (Aldar, Modon), lower entry costs (2% registration fee), less speculative supply, and government-paced masterplans on Yas, Saadiyat, Hudayriyat and Al Reem. For overseas investors seeking stability over velocity, the capital frequently wins on risk-adjusted terms.
Verification differs by emirate: Dubai projects are checked through DLD/RERA (Project Status Enquiry, Oqood); Abu Dhabi through ADREC and the DARI/TAMM platforms. Never apply one emirate's process to the other.
Expert view from Bramwell & Partners
Rankings compress nuance, so here is the advisory layer. For a first UAE purchase from overseas, we shortlist Emaar and Aldar almost regardless of budget, liquidity protects mistakes. For yield-led buyers under AED 1.5 million, Binghatti and NSHAMA earn their place but require building-level inspection. For 5–10 year growth mandates, Modon's Hudayriyat is the strongest structural story we advise on, with the caveat that you are pre-buying a resale market. And we regularly talk clients out of branded-residence premiums at DAMAC, Binghatti and Aldar alike when the same money buys a larger, more liquid unbranded unit. The developer gets you to the shortlist; the unit, price per square foot and payment schedule decide the outcome.
Before you buy from any developer on this list
- Verify project registration and escrow with the correct emirate authority (DLD/RERA in Dubai; ADREC in Abu Dhabi).
- Obtain the full payment schedule and model the handover payment against cash and the 50% off-plan mortgage LTV cap.
- Visit at least one completed building by the same developer.
- Compare price per square foot against ready resale stock nearby, our properties archive is a starting point.
- Read the SPA's delay, cancellation and penalty clauses before paying the booking amount.
Frequently asked questions
Who is the best off-plan developer in the UAE in 2026?
On our transparent scoring, Emaar (18/20) leads in Dubai and Aldar (17.5/20) leads in Abu Dhabi. Both combine listed-company transparency, decades of delivered communities and the deepest resale liquidity. The "best" for you still depends on budget, area and payment plan, the ranking narrows the field; project-level checks decide.
Which UAE developer offers the best payment plans?
Binghatti and Reportage offer the most flexible structures, including post-handover plans; Modon offers the widest menu in Abu Dhabi (from 5/45/50 to 10/30/60). Emaar and Aldar run more conservative construction-linked plans. Flexible plans shift risk rather than remove it, model the handover payment first.
Are Abu Dhabi developers safer than Dubai developers?
Not categorically, but the Abu Dhabi off-plan market is more concentrated: Aldar and Modon carry sovereign-linked backing and slower, masterplan-paced supply, which reduces oversupply risk. Dubai offers more choice and liquidity but more variance between developers. Verification routes differ, ADREC in Abu Dhabi, DLD/RERA in Dubai.
Which developers should overseas investors (India, UK, US) start with?
Start with listed, transparent developers whose completed stock you can inspect and resell easily: Emaar and Aldar first, Sobha for quality-led holds, Modon for long-horizon Abu Dhabi growth. Avoid thin-resale boutique stock until you know the market.
Is a big revenue backlog a guarantee of delivery?
No, but it is the best public proxy. A backlog (Emaar AED 134.6bn, Aldar AED 72.1bn, Modon AED 65.4bn) represents contracted future revenue and indicates both demand and the funding to complete. Combine it with project-level registration and escrow checks.

The bottom line
The honest answer to "best developer" is a ranked shortlist plus project-level homework: Emaar and Aldar for certainty, Sobha for quality, Modon for Abu Dhabi growth, NSHAMA and Binghatti for value, Ellington for design, DAMAC for breadth. What none of these names can do is replace registration, escrow and payment-schedule verification on your specific unit.
